 Voluntary Returns

ICJ Rule 6-102(10): Juveniles shall be returned by the home/demanding state in a safe manner and within five (5) business days of receiving a completed Form III Consent for Voluntary Return of Out-of-State Juveniles or adult waiver. This time period may be extended up to an additional five (5) business days with approval from both ICJ Offices.

Report Label Heading Definitions 

• Home/Demanding State (H/D): The state where the legal guardian or custodial agency is located.
• Holding State (HS): The state where the juvenile is located.
  
• Return Type:  Type of Return Case: Absconder, Accused Delinquent, Accused Status Offender, Escapee, Runaway
• Case Opened:  Date the Return Case was created in UNITY.
• Submit Form III to H/D: -1-  Date the Form III was submitted to the Home/Demanding State (H/D) by the Holding State (HS) ICJO.
• 5 Bus-Day Ext:  Home/Demanding State H/D Request for a 5 business day return extension using the "Event" -3- , 5 Business Day Extension Request.
• Granted:  Whether the Holding State (HS) granted the 5 business day extension: Approved or Denied.
• Pickup by H/D Due:  The date the Home/Demanding State (H/D) is to pickup, take custody, of the juvenile from the Holding State.  Calculated by adding 5 Business Days to the "Submit Form III to H/D" Date
• Pickup from HS:  -2-  Date the Home/Demanding State (H/D) has picked up the juvenile, taken custody, from the Holding State (HS).
• Case Closed:  Date the the Return Case is closed by the Home/Demanding State (H/D).
• 5 Day Return Metric 2023:  Number of days "Pre- or Post-" the "Pickup by H/D Due"  is due.  Year of the Return Case.   
  • • • Red # = Number of days past the "Pickup by H/D Due" date.
      • Green 0 = The "Pickup by H/D Due"  date is equal to the "Pickup from HS" date
      • Green # = Is number of business days prior to the "Pickup by H/D Due"  date
      • Blank, No #:  The case is active and the "Pickup From Holding State Date" has not been entered by the Home/Demanding State (H/D).
• 5 Day Return Metric 2024:  Number of days "Pre- or Post-" the "Pickup by H/D Due"  is due.  Year of the Return Case.

Interpretive examples from report excerpts in the below report image (based on date of: 6-04-24

• (A)  The Home/Demanding State was granted a 5 Business Day extension and picked up the juvenile from the Holding state 1 Business Day past the "Pickup by H/D Due" date of 2/7/2024
• (B)  The Home/Demanding State picked up the juvenile from the Holding state 6 Business Days prior to the "Pickup by H/D Due" date of 2/20/2024
• (C)  The Home/Demanding State picked up the juvenile from the Holding state on the exact "Pickup by H/D Due" date of 2/15/2024
• (D)  The Home/Demanding State picked up the juvenile from the Holding state 522 Business Days prior to the "Pickup by H/D Due" date of 2/21/2024.  This exemplifies that the Home/Demanding State entered the wrong "Pickup from the Holding State Date"  into the data field.

 Non-Voluntary Returns

ICJ Rule 6-103(9):   Juveniles shall be returned by the home/demanding state within five (5) business days of the receipt of the order granting the requisition. This time period may be extended up to an additional five (5) business days with approval from both ICJ Offices.

ICJ Rule  6-103A(9):   Requisitioned juveniles shall be accompanied in their return to the demanding state unless both ICJ Offices determine otherwise. Juveniles shall be returned by the demanding state within five (5) business days of the receipt of the order granting the requisition. This time period may be extended up to an additional five (5) business days with approval from both ICJ Offices.

• Pickup from HS: -2-  Date the Home/Demanding State (H/D) has picked up the juvenile, taken custody, from the Holding State (HS).  "Null" means the Home/Demanding State (H/D) has not entered a "Pickup From HS" date.
• Case Closed:  Date the the Return Case is closed by the Home/Demanding State (H/D).
• 5 Day Return Metric:  Number of days "Pre- or Post-" the "Pickup by H/D Due"  is due.

Interpretive examples from report excerpts in the below report image (based on date of: 6-04-24

• (A)  With the 5-Day Return Metric having a blank metric indicates that the Home/Demanding State has not picked up the juvenile at the time of the report and has not entered a "Pickup from the Holding State Date" 
• (B)  The Home/Demanding State picked up the juvenile from the Holding state 1 Business Day past the "Pickup by H/D Due" date of 4/3/2024
• (C)  The Home/Demanding State picked up the juvenile from the Holding state on the exact "Pickup by H/D Due" date of 3/5/2024
• (D)  The Home/Demanding State picked up the juvenile from the Holding state 23 Business Days prior to the "Pickup by H/D Due" date of 12/6/2023.
