What is the TOS Dashboard? The TOS Dashboard is a visual display of compliance-related data elements taken directly from juvenile interstate cases within the UNITY system. The dashboard is driven by the ICJ Compliance Policy 2-2014, Performance Measurement Policy and Standards, which sets forth the compliance rates and standards.
Why was it built?
- To provide data visualization and reports that assess compliance with the ICJ Compliance Standards, which are based on the ICJ Rules.
- To give ICJ Offices access to view compliance data in advance of reinstating the Performance Measurement Assessment.
Who has access? State ICJ Office staff who are state-level UNITY administrators who also have a Tableau license will have access to the TOS Dashboard.
When will ICJOs have access? The initial version of the TOS Dashboard was released on October 1, 2025.
How can I access the TOS Dashboard? Follow the steps below to access the TOS Dashboard. If you encounter any login issues, contact the ICJ Help Center.
What timeframe of data is represented on the TOS Dashboard? Only data from cases opened on or after January 1, 2025 will be displayed on the TOS Dashboard.
Why can't I see the current quarterly data? Quarterly data is aggregated and available at the end of a quarter, so 2025 Quarter 4 data will not be displayed until January 1, 2026, for example.
Steps to Access the TOS Dashboard
Step 1 – While logged in to UNITY, locate the “Report” item from the left-hand navigation menu. Click the down arrow and select “Dashboard,”
Step 2 – Log in to Tableau using your email address and password. Hint: click “forgot password” if you need to reset your password. Multi-factor authentication is required.

Step 3 – The TOS Dashboard will not be on your Favorites or Home screen, so you must manually add it for quick-access. To do this, follow these steps:
- Locate the left-hand navigation menu icons
- Click the 2nd item from the bottom, the Compass icon which says “Explore”
- Select the folder titled “UNITY Reports.” Note, it may be in a different spot on your screen from where it is in the video.
- When inside the “UNITY Reports” folder, locate the “TOS Dashboard” folder.
- Click the STAR icon. This adds the “TOS Dashboard” to your Favorites for quick-access.
- Click on your Favorites and locate the “TOS Dashboard.”
Step 4 – Click on the TOS Dashboard and navigate to view data related to home evaluation and quarterly progress report submissions as the receiving state, and violation report and failed supervision report responses as the sending state.

TOS Dashboard Demonstration Video
This video demonstrates how to interact with the data elements contained within the TOS Dashboard. It begins on the TOS Dashboard screen. Follow the steps above to access the TOS Dashboard.
Please note that some of the dashboard colors have changed since this video was made. The blue (not overdue/in compliance) and yellow (overdue/not in compliance) have been replaced with green and red. The 4 "case data" buttons are now all the same color, and the green "Download PDF" button is now at the bottom of the screen.

Export the TOS Dashboard to a PDF
Step 1 – While on the TOS Dashboard main screen, click on the green icon at the bottom of the screen that says “Download PDF”
Step 2 – Before exporting, change the Scaling dropdown to “At most 1 page wide” and the Orientation to “Landscape”
Step 3 – Click Download.
Step 4 – Now the PDF dashboard view is available to download and email.
